APWA's Water Resources Committee has planned an exceptional learning opportunity about stormwater issues
geared specifically to the interests of public works professionals.
John Kemmerer, Associate Director, Water Division, U.S. Environmental Protection Agency, Region 9 will
offer an overview of why improved control of stormwater discharges is a priority for EPA. Learn how Green
Infrastructure (GI) (aka Low Impact Development) provides opportunities to more effectively manage
stormwater and discover how municipalities are successfully utilizing GI to achieve multiple benefits.

Michael Adackapara, Division Chief, California State Water Board will provide a State of California perspective
on regulating stormwater, including a discussion of the Santa Ana Regional Water Quality Control Board’s
approaches. These strategies include the renewal and updating of municipal stormwater permits covering
portions of Orange, Riverside, and San Bernadino Counties. He’ll also discuss his Region’s innovative
approach for regulating stormwater discharges from scrap metal recyclers.

Juli Beth Hinds, Principal, Birchline Planning, LLC will review how in the context of the national stormwater
rulemaking and MS4 permit program, EPA has focused on the essential role of municipal zoning ordinances,
codes and plans in determining how sites are developed, and whether better stormwater engineering practices
such as LID can be implemented. She will review findings on code and ordinance barriers to better stormwater
management, present successful approaches for auditing and amending codes to improve LID and source
control implementation, and offer suggestions for engineers and public works officials on how to better
integrate stormwater management with municipal planning and zoning.
