Margot Yapp

President, NCE

Margot Yapp’s 30 years of expertise in pavement design and management lies in the intersection of research and implementation. Her experience includes numerous turnkey implementations and updates of pavement management systems for cities, counties and airports throughout California, Oregon, Idaho, Washington, Nevada, Hawaii and Texas. She has implemented pavement management systems for over 100 agencies in California. Her projects have included the use of various pavement management software packages, both public domain software (StreetSaver® and PAVER™) as well as proprietary software. She has managed numerous PMS projects and has been involved in every aspect of PMS implementations and updates from collecting field data, performing condition surveys, calculating analyses, report preparation, and result presentations to decision makers, project management, and quality control. She is familiar with jurisdictions in the Bay Area, having worked with more than half the cities and counties since 1997.

Margot enjoys the fulfilling opportunities NCE provides, whether it’s helping colleagues with their professional development or affecting city and state transportation policies. Having worked with public agencies for more than 30 years—both as an employee and a consultant—Margot understands the challenges public servants face, making her effective at providing recommendations and presentations. She is skilled at translating technical information to a succinct, understandable message, “particularly useful since policies need to be adopted by non-technical people.”

In addition to her extensive experience in transportation engineering, Margot has taught workshops on pavement management systems for the National Highway Institute and the Federal Highway Administration.
